The number format is incorrect for some rows when executing the conversion rate with 2 decimals.

It seems that the formatting is applied correctly. For example, after setting the 2 decimals format on your data, it is expected to look like this:
166 600 024 701 212 -> 166 600 024 701 212.00
166.60002470121154 -> 166.60
Could you please specify which result exactly you want to achieve using the formatting? It would greatly help us.
