This issue is most likely caused by Windows configurations. We suggest following these general tips for fixing such errors:

• Reboot your PC.
• The downloaded package may have been corrupted. Delete the Accelerator package and download it again using Flexmonster CLI.
• Check if you are running the installer as administrator. 
• Temporarily disable your antivirus software since it may block the installation.
• Check if Windows Installer Service is running. Restart or enable the service.
