Format Cells functionality does not work at first, then after selecting again it applies to all values.
Steps to reproduce:
Expected result: I'm able to change field formatting for the selected value
Actual result: Format is applied to all values

We've recently updated from v2.7.14 to 2.9.70 and noticed that after updating, the ability to filter a column by specific values is no longer working.
