I want to set data fields at top so that user can customize report according to needs by drag and drop of filters from header. I have attach a sample screenshot for what exactly i want.

Thank you for writing to us!
There are two ways to add the hierarchies the way shown on the screenshot:
1) via UI: drag and drop the fields to the Report Filters area inside Field List. Field List can be accessed by clicking the diagonal arrow in the upper right corner of the component or from the Toolbar.
2) programmatically: set reportFilters property in your report. Please find more details about this property in our docs: https://www.flexmonster.com/doc/slice/#!report.
